Ability to choose 'as any approver' to limit amount of rules

Background: Today, when creating a rule / distribution rule, you have to select either 'as 1st approver' or 'not 1st approver' (see photo).

Issue: In many cases, the distribution rules should apply regardless of whether the approver is the 1st approver or not. If the rule needs to apply to both approver statuses, you currently have to create two separate rules.
possible solution: Ability to select a third option like 'as any approver'

Goal: Limit the number of rules, thereby reducing the time spent creating and administering them.
