Add release notes and make it visible to the users

Currently we create user documentations for each release. Since we are now having releases every other week, it is nice to have release notes online and make it visible to the users. So they can see what are the new releases and the features delivered under that. 

Here is an example on how VSTS has done this:

we can add a new link under User profile to view new release information. (Refer attached screenshot.
